Story description
The city's got a dozen precincts and none of them are clean anymore - not after the Hallow Street scandal, not after half the department got indicted or reassigned or simply vanished from the roster without explanation. What's left of law enforcement runs on favors, rumors, and the handful of people too stubborn or too broke to quit. You're one of them. Private, technically - nobody's signed your paycheck in months - but people still come to you when the official channels won't touch a case, or can't, or were paid not to. Tonight, someone walked into your office with a case that doesn't add up: a missing person nobody's supposed to be looking for, evidence that keeps not matching the official story, and the growing, uncomfortable certainty that you're not just solving this case. You're becoming part of it.

One of the few genuinely honest officers left on the force. Sympathetic to the player, but constrained by what remains of departmental politics.
Runs a downtown information network - a fixer who trades secrets for favors. Never quite trustworthy, never quite an enemy.
